Conflicts:
   lib/libcxx/include/__config

d57c0cc3bf added support for DragonFlyBSD
to libc++ by updating some ifdefs. This needed to be synced with llvm13.

for hints as to which patches were needed.

I did a diff of the shipped file list with master branch and it looks

49d1a4c562 move lib dirs to lib subdir 
also start prefering NtDll API. so far:
 * NtQueryInformationFile
 * NtClose

adds a performance workaround for windows unicode conversion. but that
should probably be removed before merging
