Fix *-local-vars-hook & doom-first-*-hook not triggering 
When starting Emacs with a file path argument these hooks aren't set up
in time for the file to be processed.

Fixes #3891, #4082, #4104

Fix #4093: runaway gc-cons-threshold in lsp-mode 
gc-cons-threshold was doubled every time an lsp-mode buffer was
opened (i.e. every time +lsp-optimization-mode was activated) causing
heavy freezes.

Rethink lsp defaults 
+ Allow LSP to prompt to install servers. All this machinary just adds
more confusion for beginners, and at least LSP asks for your permission
before it does it.
+ Reverts lsp-enable-file-watchers and lsp-enable-indentation to their
default (enabled), hopefully to help lsp-java, lsp-dart, and lsp-clojure
users, for whom file-watchers seems to be necessary.
+ Apply GC/IPC optimizations globally, to ensure their reach. By only
setting them buffer-locally we don't have a guarantee that subprocesses
will be affected when the lsp buffer isn't focused.

Closes #3989

Load dap-mode after lsp-mode manually 
:after complicates use-package load-order of its keywords, making it
difficult for users to guess how to remove the dap-tooltip-mode :hook.
We'll just do it ourselves.

3a1fd7b282 Respect magit-display-buffer-noselect 
This fixes the behavior of e.g. magit-diff-show-or-scroll-down.
When in magit-log-mode, said action should not move focus to the diff
window because it would otherwise behave identical to pressing
magit-show-commit.

tools/direnv: replace direnv package with envrc 
wbolster/emacs-direnv uses an approach that mutates global state,
allowing a direnv to bleed into unrelated buffers and contexts. For this
to work it must rereads the direnv every time you switch buffers, which
can be very slow.

purcell/envrc, on the other hand, makes env state buffer-local, so the
direnv only needs to be read once, when a is first initialized. This is
faster and less error prone. However, it's necessary to manually reload
the direnv if you've changed your .envrc outside of Emacs (with `M-x
envrc-reload` or `M-x envrc-reload-all`).

Refactor doom-debug-mode 
+ Add explain-pause-mode
+ Now reloads itself if doom-debug-variables is changed or when one of
  its variables becomes available.
+ doom-debug-variables now supports a cons cell entry where its CAR is
  the name of the variable and CDR is the value it should be set to when
  doom-debug-mode is active.

tools/magit: only expand git path 
On closer inspection it isn't necessary to expand the gitk and perl
executable paths, since a) gitk is a GUI application that doesn't get
called often enough (only once at a time) to warrant being optimized,
and b) magit uses it to set an envvar for git (so git itself handles
locating the executable internally -- much faster than Emacs can (esp
over TRAMP), so it only benefits us to expand magit-git-executable.

tools/magit: expand executable paths in remote repos too 
Remote repos can benefit from ahead-of-time expansion of these paths
too; so Emacs doesn't have to search the remote PATH on every call.
